慰安婦問題、常識的判断を　体験談が描く実像

読売新聞が１７日付朝刊で報じた世論調査の記事を読んでいて、慰安婦募集の強制性を認めた平成５年の河野談話の作成過程を検証する政府方針について「評価する」が５０％に上る一方、「評価しない」は３０％だったことが目を引いた。

　密室で韓国と「談合」してつくられた河野談話の怪しさと弊害は、確実に有権者に浸透してきた。この問題に長年関心を持って取材してきた一人として、感慨深いものがある。

　もう１８年前となる平成８年、翌９年春から使われる中学校社会科（歴史）の全教科書（７社）に慰安婦の記述が登場することが明らかになり、大きな話題となっていた際のことだ。

実像知る体験談

　このときは河野談話を評価・擁護する意見が主流だったが、産経新聞には実際に中国や朝鮮半島で暮らし、慰安婦の実像を知る読者から体験談が多く寄せられ、当時、筆者はそのうち幾人かから話を聞いた。

　朝鮮・忠清北道で生まれて小学校までそこで過ごした千葉県我孫子市の大塚さん＝当時（７６）＝の記憶では、朝鮮では警察の巡査はほとんどが朝鮮人で、同胞を強制連行などするはずがなく、できる雰囲気でもなかったという。

　「内地に帰ったとき、最初に手紙をくれたのは朝鮮人の友達。今も韓国の友人と行き来があるが、同年配の女性が強制連行されたなんて聞いたこともない」

　中国・河南省で昭和１５年から終戦まで衛生兵を務めた横浜市の木村さん＝当時（７５）＝は性病予防のため、週に１度、慰安婦の衛生検査を行っていた。

　「外出兵にはサックを持たせ、検（けん）黴（ばい）と称して慰安婦の性器検査、菌検査などを実施したが、それは軍が女性を管理していたのではなく、軍の自衛策だった」

多くは「出稼ぎ」

　朝鮮人慰安婦の多くが「嫁入り資金を稼ぐため働いている」と話し、木村さんは「彼女たちの行動は自由だった」と振り返った。

　宮城県岩出山町（現大崎市）の佐藤さん＝当時（８０）＝は「公（こう）娼（しょう）制度があった当時を現在の見方で判断するのはおかしい。岩出山でも戦後の昭和３５年ぐらいまで、身売りは実際にあった」と証言した。

　満州で満鉄に勤務していた佐藤さんはあるとき、２０代前半の朝鮮人娼婦の身の上話を聞いた。彼女は「故郷には親も夫もおり、子供もいるが、生活苦のために出稼ぎにきている。２～３年働いて、家に帰る」と話し、家族の写真を見せた。

　平成２２年に亡くなった元朝鮮総督府江原道地方課長、大（だい）師（し）堂（どう）経（つね）慰（やす）さんは９０歳を超えてからも月刊誌「正論」に「慰安婦強制連行はなかった」という論文を寄せている。

　昭和１７年から総督府に勤め、うち１年７カ月間は地方勤務だった大師堂さんはこう強調している。

　「婦女子の強制連行があったとすれば、その目撃者は強制連行された者の何倍もいたはずだし、いかに戦時中であっても大きな抗議運動が展開されて当然であるはずだが、目撃証言も抗議運動も一切なかった」

　「内鮮一体を唱え、戦争遂行に大きな協力を求めていた総督府の首脳が、施政に当たって最も気を遣っていたのは民心の動向」

　どれも「それはそうだ」と得心がいく話である。歴史問題を考えるときは、当たり前のことを当たり前に、常識的に判断した方がいい。
