共産党内部にはびこる拝金思想への反発をよそに中国各地では極端なバブル経済を感じさせるニュースが報道されている。

まるで壁に向かって全速力で車を走らせているようなもので、日本人なら誰もが首をかしげてしまうような光景ですが、実を言えば彼ら中国人もそんなことは百も承知なんですよ。では、なぜ無謀な投資が中国全土で行われているのか。それは公共事業の担当部署の権力者が私腹を肥やせるからです。高速鉄道でも地下鉄網でも、あるいは巨大ダムでも国際空港でもいい。できるだけ派手で巨額な投資を必要とするプロジェクトならば、なおさら結構です。彼らにとって問題なのはそれが完成したあとの採算性や経済効率、さらには国民たちが本当に必要としている事業なのかどうかなどではありません。要は共産党の権力者たちに、賄賂が集まるかどうかが問題なのです」

　かくして中国の巨大プロジェクトはどれも安全性や耐久性など、まったく期待できないシロモノが大量生産されていくことになる。

「そして賄賂を受け取った共産党の役人たちは、その金を海外に住む家族に送金して、タップリとため込んだら自分自身も国外へと脱出するのです」（南郷氏）

　こうした腐敗の連鎖が、中国ではすっかりシステム化されてしまった。

　中国の巨大な建設プロジェクトは、そのどれもが「中国の巨大な墓標」のようだ
