銅像がダメなら石碑で…

　韓国の聯合ニュースによると、中国政府が石碑建立の関連事業に着手しており、「中国が独自に事業を始めたとの話を聞いた」とする北京の外交筋の話を紹介している。また、韓国紙・朝鮮日報によると、駅構内の事件現場周辺に目隠しがされ、何らかの工事が行われている。接近が禁じられているため、どのような工事が行われているかは不明だという。

　石碑建立計画は、韓国の朴槿恵大統領が２０１３年６月に訪中した際に習近平国家主席に提案し、朴氏が同１１月に訪韓した中国高官に対し、計画が「うまく進行している」として謝意を伝えていた。

　安重根をめぐっては、韓国人が０６年にもハルビンにその銅像を建てたことがあったが、中国は「外国人の銅像は認められない」と撤去させた。これを受けて、朴大統領は６月の訪中で「銅像がダメなら、石碑はどうか」と中国側に要請。関連事業の着手は中国がその要請に正式に応えたことを意味する。

首相の靖国神社参拝や教科書の記述など、わが国に対して歴史認識問題を振りかざしている中国は、同じように歴史認識問題を対日外交の切り札としている韓国と共同歩調を取る姿勢を示したことになる。

石碑建立で呼び覚ます朝鮮民族のプライド

　中国には安重根の石碑を建立することで反日政策を推し進める韓国の歓心を買い、東アジアにおける「日本孤立化」を図ろうという狙いがある。確かに短期的には中国の思惑通り事が運ぶかもしれない。韓国では安重根を「独立の義士」「民族の英雄」と評価しているが、わが国にとっては、明治憲法制定に大きな役割を果たすなど近代国家建設の柱石となった伊藤博文を暗殺したテロリストでしかない。

　中国は日本と韓国をてんびんにかけて、韓国の方が歴史認識問題で共闘できると踏んだのであろう。中国国内では抗日活動を展開した楊靖宇の像を安重根と並べて設置すべきだとの声もさっそく挙がっている。

　だが、安重根の石像設置は対日批判だけではなく、朝鮮民族のプライドも呼び起こすことになる。００年の人口センサスによると、中国東北部には吉林省をはじめ遼寧省、黒竜江省などに約１９２万人の朝鮮民族が暮らしており、韓国と北朝鮮以外では最大級の朝鮮民族のコミュニティーとなっている。

　その中国東北部をめぐっては、中韓両国の間で古代史論争が繰り広げられてきた。中国東北部南部から朝鮮半島北部までを治めた高句麗（紀元前１世紀後半～６６８年）、沿海州から朝鮮半島北部を領有した渤海（６９８～９２６年）が、中国の「地方政権」だったとする研究成果が中国で発表され、韓国が激しく反発した経緯がある。

自らの首を絞める中国

　韓国では、高句麗は朝鮮民族の古代王朝の一つであり、渤海はその末裔（まつえい）が建国したという説が主流となっている。高句麗は中国古代王朝の隋の度重なる遠征を退け、渤海は、隋を滅ぼして中国大陸を治めた唐から「海東の盛国」と呼ばれた。韓国からすると、「中国が高句麗や渤海を中国史の中に勝手に組み込もうとするのはけしからん」ということになる。

　中韓両国のこの歴史論争は現在、沈静化しているが、いつ再熱してもおかしくはない。伊藤博文暗殺の現場となった中国東北部は、高句麗や渤海の版図に入っており、建立された安重根の石碑は「中国東北部はもともと、朝鮮民族が古代から活動していた領域である。朝鮮史の中にこそ位置付けられるべきだ」という民族意識を刺激しかねない。それは韓国内だけではなく、もちろん中国東北部に住む朝鮮族にも及ぶことになる。

　中国は９０パーセント以上を占める漢民族、それに５５の少数民族から構成される多民族国家であり、北京政府は少数民族に対しては、懐柔策を時には施す一方で、チベットやウイグルに顕著なような弾圧策も取っている。北京の天安門前で平成２５年１０月に起きた車両突入事件で分かるように北京政府にとって少数民族対策は最重要課題の一つであり、政権を直撃しかねない。
　韓国は黒竜江省に住む朝鮮族対策のため言語、文化、芸術を継承する「朝鮮民族芸術館」という施設をハルビン駅から約１キロ離れた場所に建設。芸術館の中に安重根を紹介する記念館を設置するなど、歴史や思想面でも取り組みを強化しており、石像の建立は韓国の影響力が浸透している象徴となってしまいかねない
