Kim Hak-sun was a Korean former comfort woman. She helped to bring to the public's attention the issue of Japanese sex slavery during the Pacific War when she went public with her story in August, 1991. At a press conference, she said that seeing the Japanese imperial flag "still makes me shudder. When she was 17, in 1939, during World War II, her step-father took her and a friend to China to get a job as a hostess. 　韓国防衛事業庁は「軍需物資である催涙弾の輸出は許可が必要で、今年初めて一部実態を知った」と話す。軍需産業の投資促進・輸出拡大に加え、装備調達の透明・公平性を担保すべく、韓国国防省の下に２００６年に設立された事業庁が「知らなかった」では済まされない。しかし、確かに事業庁が関わる韓国の軍需品輸出額は凄まじい伸びを示す。０６年には２．５億ドルだったが、１３年には３４億ドル（約３５００億円）と１４倍近くに。相手国も０５年の４２カ国が、１１年には８４カ国になった。

　だが、数字には能く能く吟味が必要だ。そもそも、軍需の世界は《スピンオフ》と《スピンオン》で成り立つ。

　《スピンオフ》とは、軍事目的で開発された武器や技術が民間に移転され商用化させたハード・ソフト。電子レンジ▽電子計算機→コンピューター▽宇宙ロケット▽原子炉▽ＧＰＳ▽インターネットが代表例だ。

　今は、半導体素子▽光ファイバー▽炭素系複合素材▽合成繊維▽液晶ディスプレーなど、逆に民生技術を軍事転用する《スピンオン》が増えている。

　１９７０年以降《スピンオフ》の波及効果で、韓国には１兆１２００億ウォン（約１１２０億円）の付加価値が生まれたとされる。ただ、韓国自前の技術は高くはなく、この金額に占める少なからぬ部分は外国技術を所謂「パクった」数字だと、疑ってかかる必要がある。

　ソフトを含め、韓国軍の装備や“輸出兵器”の構成品、製造機器は、外国企業にライセンス料を払わず、完成品を輸入するケースも多い。その際“ベンチマーキング”を採り入れる。《ベンチマーキング》とは本来、他社の優れた製品や業務・ビジネスプロセスを比較→分析→評価し、自らを改善すべく長所を採り入れる手法。ところが彼の国では、輸入兵器を無許可で分解・解析し、わがモノとする“韓流ベンチマーキング”が企業常識として定着した。従って、もともとの供給国が激怒（傍観できる立場の国は爆笑）する事件・事故が続発している。

本気で怒鳴り込んだ米国

　例えば主力戦闘機Ｆ－１５Ｋ。２０１１年に、夜間の偵察・精密爆撃照準を可能にする装置を、米国防総省のブラックボックス指定にもかかわらず開け、解体してしまった。国防総省では国産兵器不拡散担当副次官補を急派し、本気で怒鳴り込んだ。以後、米国部品を伴う兵器・装備の輸出は著しく制限された。韓国に対する供与兵器が内蔵するブラックボックスは、一層巧に偽装されてもいる。

　《ブラックボックス破り》は、バレずに元に戻せる高い技術が大前提だ。戻せないからバレる。

　ドイツが開発し、現代重工業でライセンス生産する潜水艦・孫元一（ソンウォンイル）。これまたブラックボックスを分解し、戻せなくなった。結果、ドックに３年近く入ったまま。潜水艦技術に長ける日本に泣きついたとの観測もある。

　１３年１１月には、航空機メーカーの韓国航空宇宙産業（ＫＡＩ）が《ソフトウエア開発時の基礎技術利用に対する著作権侵害》で、ロシア仲介裁判所より５２７億ウォン（約５３億円）の支払いを命じられたと発表した。訴えたのは露航空宇宙エンジニアリングメーカーのＰＫＢＭ。ＫＡＩの前身・韓国大宇重工業は１９９４～９８年、航空機シミュレーターのソフト開発にあたり、ＰＫＢＭに技術者を派遣した。ＰＫＢＭによると、２０００年代初めにＫＡＩが韓国空軍に納品した訓練機には、その際韓国側に伝えた技術が使われた。当該技術の供与契約は取り交わしておらず、ＰＫＢＭは０４年に訴えを起こした。

　米国でも、特許侵害で巨額を支払うのは、サムスン電子など韓国企業が目立つ。

　１１年には、青瓦台＝大統領府にも据えられているスイス製で、現在は独企業がライセンスを持つ対空機関砲が訓練時に破裂した。調査すると、砲身納入業者が、韓国内の金属加工業者にコピー製品を作らせていた。香港に一旦送り“外国製”として逆輸入する念の入れようだ。

茶番の対外有償軍事援助

　この程度の軍事技術ならば、民間もそそられない。もっとも《スピンオン》も惨憺たる現実を抱える。液晶ディスプレーや半導体の核心部分など最先端素材・部品は、いまだに日本はじめ米国やドイツなどからの輸入がほとんどだ。

　斯くの如く組み立てた韓国製兵器？を「自国製／純国産」と売り込み、第三国に転売する。鮨や剣道…。万物を「韓国起源」と強弁する《ウリジナル》。韓国語の《ウリ＝我我》と《オリジナル》を合わせた造語は、軍需業界にも当てはまる。見栄や虚勢が恥を知る良心を凌駕・駆逐したようだ。

　ところで、韓国国会の国防委員会所属議員が１２年、防衛事業庁の納品企業に日韓併合時に朝鮮人を「強制徴用」した日本の２企業が含まれていたと糾弾。納品制限を主張したが、２企業の光学レンズ技術は世界トップ。国務総理（首相）室所属の《対日抗争期強制動員被害調査及び国外強制動員犠牲者等支援委員会》によると「強制徴用が明らかな企業は１４９３社で、内２９９社が存続する」。優秀な技術を誇る日本企業を排除したら“韓流ベンチマーキング”を仕掛ける先が激減し、困るのではないか。

　さらに大胆不敵にも、米国にならい同盟国に先端兵器を輸出する際に適用する《対外有償軍事援助（ＦＭＳ）制度》を今年中にも導入するらしい。兵器や部品の輸出活性化が狙いで、政府間契約を取り交わせば、韓国政府が製品の品質や契約履行を保証する責務を負う。
