　その一方で東京都による尖閣諸島購入について、丹羽宇一郎・在中国大使が、英紙インタビューで、「日中間に重大な危機をもたらす」と発言。そこには、領土が国の根幹をなすものとの意識は全く感じられない。そして、そこに付け込むように、中国は日本の領土に侵食してきているのだ。

　先月には、衝撃的なデータが明らかになった。国土交通省と農林水産省との合同調査によれば、昨年1年間の外国資本による森林買収は157ヘクタール。これは、前年の約4倍で、東京ドーム33個分あまりの大きさだ。このうち半分以上（87ヘクタール）が、中国企業によって買われているのだ。

　だがこの数字すら表面上のもので、実際の買収面積は1000ヘクタールを超えるという指摘もある。中国資本は、日本で登記したダミー会社による買収や、ファンド会社を通じての買収などを駆使しているとみられる。国民新党の浜田和幸参院議員はその意図をこう推測する。

「中国の水不足、水質汚染は深刻です。水源地や地下水脈上の土地を購入すれば、地下水や良質の木材も手に入る。中国が将来を見据えて日本の山林を買い漁っている可能性が高い」

　実際、中国人を現地の山林に案内した札幌の不動産業者が証言する。

「私のところに来た中国人は実に熱心に現地訪問にこだわりました。日本人ならば交通の便や街までの距離を聞いてきますが、中国人は沢の位置の確認を求める。『地下水目当てだな』というのは、私たち業者の間でも話題になっていました」

　事ここに至り、ようやく行政も動き出した。北海道庁は、外国人による水源地購入を危惧し、今年4月に「水資源保全条例」を施行した。北海道総合政策部・土地水対策課は条例制定の理由をこう説明する。

「外国人の土地購入対策として制定しましたが、地方自治体が外国人に限って、その行動を制限する条例を制定することはできません。そこでこの条例は、日本人、外国人を問わず、水源地の適正利用を義務づけるものになっています」

　この動きは、他の自治体にも広がりを見せ、埼玉県でも同様の条例が施行された。山形や群馬など4県も条例を検討中という。だが、前出の不動産業者はいう。

「条例による影響が出るかも知れないが、いざとなればダミー会社を挟めばいい。我々も愛国心で会社を潰すわけにはいきませんから」

　中国の水資源獲得には、危険な野望も見え隠れする。元仙台市長で、国際教養大学東アジア調査研究センター教授の梅原克彦氏によれば、中国は、異民族の土地を支配する際、まず、水資源の確保に動くのだという。

「中国がウイグル人の土地だった今の新疆ウイグル自治区を併合する際、まず、最初に手がけたのは水資源を押さえることでした。これが、中国の異民族支配の手法なのです」

　単に水、とはいえぬ事態が進行しているかもしれないのだ。

　メコン川やタンルウィン川、ブラマプトラ川のみならず、黄河や揚子江などアジアの大河の多くはチベット高原に源を発している。1949年に中国共産党が独立国家だったチベットを侵略した理由はその豊富な地下資源の確保だったとされるが、もうひとつの狙いは水資源だった。チベット独立の動きに神経を尖らせ、過酷な弾圧を繰り返しているのも、いったん手中にした水資源を手放したくないのだと考えれば納得がいく。

　そして日本の水源地にも中国資本の触手が伸びている。林野庁が統計データをとり始めた2006年以降、外資による日本国内の森林買収は8道県68件、801haに上る。中国資本の買収件数が最も多く、目的は資産保有、住宅用地、別荘分譲などさまざまだが、地元自治体の多くが本当の狙いは森林の水資源ではないかといぶかっている。

　自民党を中心とした国会議員の間からも、水源地をはじめ国家の安全保障上重要と思われる地域の土地売買には規制をかけようという声が上がるなど、水に餓えた中国の動きに警戒感が広がっている。

　中国共産党が政権を奪取した当時、中国にはダムが大小合わせて22しかなかった。それが今では8万5000を超えている。世界中のダムを合わせたよりも多い数だ。そのうち、高さ15m以上、貯水量300万立方メートル超の大規模なものが5万以上ある。

　それでも水不足に喘ぐ中国は、今後10年間で6350億ドル（約63兆円）の水関連投資を行なうと発表している。その多くが国際河川の上流のダム建設などに使われるのは間違いない。水資源を巡る周辺国との紛争はさらに増えるだろう。
