中国防空圏で破綻した韓国のはた迷惑な「コウモリ外交」と“コリア・パラドックス”…「反日」の旗降ろさねばたち行かぬ“現実”

日本防空識別圏。中国・韓国も、日本を“侵略”する形で設定したが…
中韓の防空圏問題を巡り、韓国内の世論が急速に朴槿恵（パク・クネ）政権批判に傾いているようだ。中国が尖閣諸島（沖縄県石垣市）を含む東シナ海上空に防空識別圏（ＡＤＩＺ）を設定し、韓国側は１２月１５日、中国と管轄権を争う暗礁・離於島（イオド）を含む範囲までＡＤＩＺを拡大した。韓国は身を寄せようとしていた中国との関係で一触即発の緊張に立たされ、日本と親密な米国との安全保障関係を保ちたいという複雑な立場にある。中国にも米国にもすり寄っていけないコウモリ外交の行方は暗雲が立ちこめている。

中国が投じた爆弾

　中国のＡＤＩＺ設定は、国家の安全に関わるだけに、韓国内に大きな波紋を広げている。韓国の日刊紙、中央日報の社説（１１月２８日付）が極めて強い危機感を示しており、興味深い。

　竹島（島根県）や従軍慰安婦を巡る朴大統領の反日外交や、おそらく北朝鮮との関係も踏まえ「現在の北東アジアには過去の怨恨（えんこん）と民族主義感情に国民的自尊心が複雑に絡まっている」と分析。「特に米国と中国、中国と日本の間で国益を守らなければならない韓国としては、賢明で冷徹な外交が必須だ」と板挟みの状況を説明している。

韓国のジレンマは、尖閣諸島の所有権を主張し日本との関係を冷え込ませる中国と、対北朝鮮で同盟関係にある一方で日本との関係を強化する米国との“はざま”という、立場そのものから派生している。中国にすりよれば米国の不興を買い、米国にすり寄ると中国に嫌われる。

　中央日報は「この点で朴槿恵政権の対応は失望的だ」とバッサリ。「首脳会談すらない日韓の極端な対立が長期化し、米国の態度に微妙な変化が感知されている」「韓米関係が相対的に弱まる中、離於島問題などで韓中関係がきしめば、韓国は深刻な外交的孤立に陥る」と危機感を示している。

コリア・パラドックス

　２０１１年に９６％に達した韓国の貿易依存度は世界でも極めて高く、韓国経済は海外との関係に左右されやすい。対外関係に気を配るのが当然のはずだが、朴大統領は従軍慰安婦をはじめとする対日批判発言に代表されるように、反日のイデオロギーを訴えることで国内の求心力を高めてきた。

しかし、その結果は日本との関係を悪化させ、輸出依存先を中国に切り替えてしのぐという流れを生んだ。ところが中国に裏切られた途端、外交手法のほころびが見え始めた。米、中のどちらにも身を寄せられない韓国は、まるで獣にも鳥にもなれないコウモリのようだ。

　韓国紙の朝鮮日報は１１月２９日付の記事で、韓国外交の抱えた矛盾・ジレンマを「コリア・パラドックス」と称し、「中国の一方的な防空識別圏設定に触発された中日の確執が米中の確執に拡大し、米中２大国に挟まれた韓国は軍事安保に頭を痛めている」と説明する。

　もっとも、日本からすれば迷惑千万に過ぎず、「いつまでもコウモリは通じない」ということになる。

国内突き上げ、１万人デモも

　対中危機に際して突如として韓国メディアが現実に目覚めたのか－というと、実はそういうわけでもなさそうだ。

　中国共産党中央委員会の機関紙による電子版「環球時報」は、韓国ソウルで７日、１万人規模の反政府運動が行われ、参加者らは朴大統領の解任を求めたと報じた。１１月には宗教系の団体が朴大統領の解任を要求する声明文を発表しており、どうやら反朴大統領の風はかねてから強まっていたようだ

朴大統領は９日、大統領府での首席秘書官会議で、ＡＤＩＺ拡大に触れ「主権国家として国益を最大限に保障するため、慎重に決定を下した」と説明した。だが「慰安婦」「日本の首脳は時代に逆行」と国外で連呼した礼儀のなさが、今回の事態を招いた原因の一端にみえて仕方がない。

　やはり理不尽さを顧みない反日外交を続ける限り、韓国の反日政治は空中分解に向かうのではないだろうか
