山本太郎氏「直訴状」に広がる批判　下村文科相「議員辞職ものだ」

天皇、皇后両陛下主催の秋の園遊会（東京・元赤坂の赤坂御苑）で、山本太郎参院議員（３８、無所属）が、陛下に手紙を渡した問題が深刻化している。「皇室の政治利用」といった批判が噴出し、閣僚からは「議員辞職ものだ」という厳しい声もある。参院議院運営委員会は１日の理事会で、山本氏に対する処分をめぐって協議する。

　前代未聞の“事件”は突然発生した。山本氏は、陛下が招待者の並ぶ列を回って来られた際、折りたたんだ手紙を直接手渡したのだ。陛下はいったん受け取り、近くの侍従長に手渡された。周囲に緊張感が走った。

　園遊会の暗黙のルールを破るだけでなく、天皇陛下の政治的中立性を理解していないかのような行動。俳優兼市民活動家から国会議員に転身した山本氏だが、いまだに市民活動家の意識でバッジを着けているのか。

　手紙には、東京電力福島第１原発事故をめぐる現状が書かれていたといい、ネット上では、足尾鉱毒事件を明治天皇に直訴しようとした田中正造に例える記述もあるが、政界の反応は厳しい。

　下村博文文科相は１日の記者会見で「（天皇の）政治利用そのもので、議員辞職ものだ。安易に看過することがあってはならない」と一刀両断。古屋圭司国家公安委員長は「常軌を逸した行動だ。国民の多くも『許されざる行為だ』と怒りを込めて思っているのでないか」と指摘し、太田昭宏国交相は「国会議員が踏まえるべき良識、常識がある。不適切な行動だ」と批判した。

元防衛省のドン”守屋武昌氏、習政権崩壊を予言

防衛装備品調達をめぐる汚職事件で実刑判決を受けて収監され、昨年出所した元防衛事務次官の守屋武昌氏（６９）が先月２９日、講演を行った。現役時代は、政官界に張り巡らされたネットワークと豪胆な指導力で「防衛省のドン」と呼ばれた。自爆テロ事件で激震する中国の習近平政権について、大規模な地殻変動が起きるという分析を披露した。

　注目の講演は「中国から尖閣諸島をどう守るか」と題し、東京・元赤坂の明治記念館で行われた。日本維新の会の平沼赳夫代表代行ら、複数の国会議員も姿を見せた。

　ちょうど前日、北京市中心部の天安門広場で、四輪駆動車が暴走して炎上し、死傷者４３人を出すテロ事件があったばかり。中国共産党の弾圧に苦しむウイグル族の関与が取り沙汰されていた。

　守屋氏は、人民解放軍が中国共産党の軍隊であり、１９８９年の天安門事件で民主化を求める学生らを虐殺したことに触れて、「中国人はものすごく頭がいいし、優秀だ。（軍が国民の軍隊ではないなどの）不合理に、いつまでもおとなしくしていることはない。遠くない将来、私たちは『歴史の事実』として目撃するのではないか」といい、共産党政権の崩壊を示唆した。

　中国は、米国に代わって西太平洋を管理することも狙っている。これは、日本の安全保障だけでなく、日米同盟にとって重大な問題といえる。
守屋氏は、中国海軍が太平洋に進出するためには、尖閣諸島を含む沖縄県・南西諸島周辺か、台湾とフィリピンの中間に位置するバシー海峡を通過しなければならないという地形的制約を指摘し、こう続けた。

　「米国は、中国艦船によるバシー海峡通過を探索する装置を必ず持っているはずだ。日本も（最東端で中国船が近くに出没する）南鳥島から、（最西端の）沖縄まで、海をきちんと探知できるシステムを陸海空自衛隊で整えている」「海軍はものすごくお金がかかる。大陸国家で海軍運用で成功した国はない」
