　報告者の一人、マイク・モチヅキ・ジョージワシントン大学准教授の見解だった。モチヅキ氏は日米関係の、とくに安全保障を専門に研究してきたベテラン学者である。

　「尖閣に関して中国側はすでに新しい地歩を築いてしまったといえます。その地歩とは自国の艦艇を尖閣海域で常時、パトロールさせ、日本側領海に自由かつ頻繁に侵入してくるという状態です。中国側は日本の尖閣領海を中国領海だと正当づけられるわけです」

　モチヅキ氏は日本研究学者でもあるが、この課題にはとくに日本への支持を打ち出すふうもなく、淡々と語る。

　「この尖閣の新情勢を日本側が覆すには対立全体をエスカレートさせるような措置をとるしかないでしょう」
だからいまの日本はきわめて苦しい立場にあるというのだ。そしてモチヅキ氏は「最悪のシナリオ」として中国側の活動家あるいは準軍事集団による尖閣への奇襲上陸の可能性をあげた。

　中国艦艇が日本領海に自由に侵入してくるという現状は考えれば考えるほど深刻である。だが日本政府は基本的に何の実効ある対抗措置もとってはいないのだ。このままだと不可避なのは日本側の尖閣の施政権の空洞化である。

　日本が尖閣防衛で最大の頼みとする米国も領有権では立場をとらないとはいえ、日本側の施政権は明確に認めている。その結果、尖閣が「日本の施政の下」にあるから日米安保条約の適用範囲になると言明するわけだ。

　施政とは立法、司法、行政の三権を行使する権利だという。より簡単には行政を履行することだろう。だが外国の武装艦艇が自由自在に無断侵入してくる海域の「施政」の存在を立証することは容易ではない。このままだと「施政」は崩れそうである。中国側の意図もまさにその点にあるのだろう。

　米国側では尖閣での対立への関与を避けようとする議論のなかで「無人島だから」という指摘がよくなされる。本来は無人でなかったのに日本側が中国の反発を恐れ、あえて無人にしている部分への配慮は示されない。

　中国側の「新しい地歩」を崩し、日本の「施政」を堅持するには、日本側もいまや新しい対応が求められる。中国艦艇の侵入を阻止するための新措置、あるいは尖閣諸島上に日本の施政権を明示する新措置をとらねば、尖閣諸島はずるずると日本の手を離れていくという危険が迫ってきたようなのである。（ワシントン駐在客員特派員）
