女性論者７氏も堂々主張「河野談話は撤廃を」

　会見で、加瀬代表は「慰安婦問題をめぐっては、全世界で日本はぬぐいがたい深刻な汚名を着せられている。これはひとえに平成５年、河野官房長官が出した談話に発している」と、河野談話の罪深さに言及。続いて松木国俊幹事長がアピール文を読み上げた。問題の全体像と深刻度を確認するためにも、ここではその全文を紹介しておきたい。

　いわゆる「従軍慰安婦」問題をめぐって、日本バッシングの風潮が世界的に広がっています。日本の慰安婦は代価を払わない「性奴隷」であったとか、「２０世紀最大の人身売買事件」だったとか、ナチスのユダヤ人虐殺に匹敵するホロコーストだったとか、事実無根の途方もない言説がばらまかれています。アメリカの公共施設に朝鮮人慰安婦の像や碑が建てられ、地方議会の非難決議も行われています。韓国、中国、アメリカにロシアまで加わって日本批判を展開しています

今年７月、この問題を憂慮する個人・団体が集まり、私たちは〈「慰安婦の真実」国民運動〉を結成しました。今後は日本国内外の多くの同志と広く連携をとり「河野談話」の撤回運動を初めとする、日本の汚名をそそぐための様々な運動を展開していきます。

国家への裏切り行為

　慰安婦問題がここまで反日勢力に利用されることになった元凶は、「韓国側の誘いに乗って、事実を曲げて政治的妥協をはかって作成された文書」である河野談話にある、というわけで、当然ながら出席者からは河野洋平氏に対する厳しい声が相次いだ。藤岡信勝幹事は「政治家としての国家に対する裏切り行為を、司法の場で問う意義はあるのではないか」として、河野洋平氏に対する民事訴訟を起こす考えを示した。

　河野談話氏をめぐっては、石川県在住の諸橋茂一氏がかつて、東京地検に河野氏を刑事告発したものの「時効」を理由に却下された経緯がある。今回は民事で責任を問う方針で準備が進められており、年内にも提訴できる見通しという。

　さらに国民運動としては慰安婦問題をあおってきた研究者との公開討論呼びかけも含め、講演会の開催や意見広告の掲載、全国に４０以上ある「慰安婦決議」をした自治体への抗議といった活動を進めていく方針が示された。「なでしこアクション」の山本優美子代表は、慰安婦像が設置された米カリフォルニア州グレンデール市に住む日本人女性が肩身の狭い思いをしている現状を報告し、外務省の無策ぶりを告発した。

それにしても、米ニューヨークの街路を「慰安婦通り」と命名しようとするなど、反日勢力の活動は尋常ではない。もしかして、日本のみならず米国に対しても「軍隊と性」の問題に向き合うよう促しているのかもしれない。それを止めるつもりはないが、その前に韓国は自らを省みる必要があるはずだ。その内容については『悪韓論』（室谷克実著、新潮新書）に詳しいのでここでは繰り返さない。あわせて『面白いけど笑えない中国の話』（竹田恒泰著、ビジネス社）、『日本人が知っておくべき「慰安婦」の真実』（ＳＡＰＩＯ編集部編、小学館）もお勧めだ。

書評『悪韓論』室谷克実著

　ジャーナリストの大高未貴氏は、慰安婦問題をあおっている“司令塔”は在米の中国勢力であることを指摘し、「おかげさまで中国・韓国の常軌を逸した嫌がらせによって、普通の日本人も『これはおかしい』と気づきはじめました。今こそ自虐史観から脱却するチャンスを中国・韓国から与えていただいたと感謝して、日本再生のために頑張っていきましょう」と訴えた。中国・韓国は図らずも、日本人の目を覚まさせようとしているのかもしれない。

米国にいる日本攻撃の主役

実は第１次安倍政権の平成１９年３月、当時は社民党に所属していた辻元清美衆院議員の質問主意書に答えて、政府は「河野談話」に関連し「政府が発見した資料の中には、軍や官憲によるいわゆる強制連行を直接示す記述は見当たらなかった」とする答弁書を閣議決定している。閣議決定は官房長官談話よりも重いものであり、この時点で根拠が崩れた河野談話は空文化しているはずなのだが、いまだにその亡霊が猛威をふるっている
国民運動では、この閣議決定の再確認や、河野談話の撤廃ないし新談話の発表などを、国や政治家に働きかけていくことにしている。反日勢力の悪質なデマを許さないためにも、その根拠となっている河野談話の「最終処分」が急務だろう。

And I am it when suspected when this is because what apologized to such a matter of course actually does a worse thing, and it covers it". I am cheated for the foreign plot that is going to diminish Japan, and "the Kawano statement" which I uttered in defiance of national interest easily is the ringleader who let Japan stand for the relationship of the difficult situation by a charity dame problem.If a Japanese citizen is not angry at this groundless humiliation, it means death of the national mind in Japan. No matter what happens, we cannot have our posterity carry this disgrace.
Groups gathered an individual concerned about this problem in this July, and we formed truth people's social campaign 〉 of the 〈" charity dame. I will develop many comrades inside and outside Japan and various exercise to take the cooperation widely, and to flow into it with the first Japanese disgrace by the withdrawal exercise of "Kawano statement" in future.

Betrayal to the nation
As a matter of course, for the reason that there was for the Kawano statement which "was the document which I changed a fact to the invitation of the Korean side and planned political compromise, and was made" as for the ringleader that the issue of charity dame would be used to here by the anti-Japan power, severe voices for Yohei Kawano occurred successively from an attendant. レアアース問題をめぐる動き
平成２２年９月７日に起きた尖閣諸島（沖縄県石垣市）沖での中国漁船衝突事件後、中国が日本への経済制裁とみられる措置をとって約３年。ハイブリッド車（ＨＶ）のエンジンにも欠かせない資源、レアアース（希土類）の輸出規制の強化は日中双方にどのような影響を及ぼしたか。（飯田耕司、兼松康、塩原永久、本田誠、北京　矢板明夫）

輸出６６％減、代償大きく

　対日経済制裁の象徴となったレアアースの事実上の禁輸。レアアース価格は急騰、日本は脱レアアースと中国依存からの脱却を迫られ、企業の投資もかさんだ。しかし、その後は供給過剰に陥り、中国のレアアース採掘業は低迷。資源物資を外交交渉のカードにした代償は、決して小さくはなかった。

　中国・内モンゴル自治区の包頭市。世界最大のレアアースの技術基地を目指した広大な工業団地の入居企業は少なく、閑散としている。同市に隣接し石炭産地として知られたオルドス市でも、１００万人収容できる新市区の住民が３万人に満たず「鬼城（ゴーストタウン）」とさえ呼ばれる。

　「町を建設したとき、レアアースで収益を上げている包頭や（包頭から約１５０キロ離れた鉱山都市の）バヤンオボの富豪の投資も期待したが、バブルははじけた」。関係者はこう語る。不動産と石炭、そしてレアアース需要の冷え込みが重なり、街の景色を変えた
中国最大のレアアース生産業者、包鋼稀土の株価は今、３０元（約４８０円）程度。ピークだった３年前に比べて、約３分の１に下落。中国税関総署の統計によると、昨年のレアアースの輸出額は前年から６６・１％減少し、９億６００万ドル（約９００億円）にとどまる。

　「今年も減少傾向は止まらない。昨年夏ごろから、多くの関連企業は実質的な生産停止に追い込まれている。在庫を少しずつ減らしているのが現状だ」。あるレアアース企業関係者はこう明かす。

　厄介な問題はほかにも起きた。レアアースの密輸出だ。輸出規制後、収入が減ったレアアース企業の従業員が密輸業者に転じたケースもあるという。

　レアアースは地面の表層近くにあるため採掘が比較的簡単で、密輸業者が「土」として運び出し、安値で売りさばく事案が急増している。密輸出されたレアアースが香港や台湾などを経由して日本に渡ったものも少なくなく、密輸出が「レアアース産業に大きな打撃を与えている」（中国工業情報化省の蘇波次官）。正確な統計データはないが、公式輸出量の約１・２倍と推測する中国メディアもある。

　「昨年の釣魚島（尖閣諸島の中国名）国有化の時、中国政府が日本に対し経済制裁を実施しなかったのは、その２年前の反省があったからだ」。中国外交関係者はこう漏らし、日本の官民を挙げた急速な脱レアアースの動きの影響を「見誤った」と語る

日本企業、ベトナム進出

　ベトナムの首都ハノイから東方に約１００キロにある工業都市ハイフォン市。南シナ海に面するディンブー工業団地で、信越化学工業がレアアース磁石の主原料の分離精製をする工場を本格的に稼働させた。

　「中国の状況を受けて以降、それまで全く拠点のなかったベトナムでの設立の検討を始めた」（同社）結果だ。投資額は２０億円。中国の輸出停止の影響で、レアアース価格が急騰。ＨＶに搭載する高性能磁石に使うジスプロシウムは、２３年７月に１キロ３千ドル超と、前年４月に比べ１０倍以上跳ね上がっていた。

　衝突事件直後の事実上のレアアース禁輸措置は、同社が事業方針を改めて見直す契機となった。磁石を高温状況下でも安定的に使うために用いられるジスプロシウムは、ほぼ中国にしかないのが実情だからだ。

　製作工程で発生し、以前は捨てるだけだった端材や切断時の切りくずもリサイクル。今ではレアアース磁石を作るためのレアアース使用量のうち、十数％はリサイクル品から作られている。さらに、ジスプロシウムの使用量を半分にしても磁力を維持できる新製法を開発。「顧客先のほとんどの企業で、ジスプロシウムを減らした磁石を採用している」（同社）という。

　しかも、ベトナムには、ジスプロシウムが取れる鉱脈が存在する可能性が高い。同社はカザフスタン産のレアアースの使用も検討中で、中国以外の国に視線を向ける大きなきっかけになった。
世界最高水準の低燃費ＨＶを今月発売したホンダ。今年春からレアアースの再利用技術の開発を本格化した。日本重化学工業の小国事業所（山形県小国町）に委託し、ＨＶの使用済みニッケル水素電池からレアアースを回収して、電池メーカーに販売する事業を今年３月から開始。６月には、ＨＶ用モーターの磁石として再利用する取り組みをＴＤＫなどと始めた。

　１１年に発売したホンダ初のＨＶ「インサイト」の廃車が増えるとみられる２年後から回収のピッチが上がるとみている。日本だけでなく、米欧での使用済みバッテリーも回収していく方針だ。

　政府はレアアースの使用量を削減する技術や代替材料の開発、鉱山権益の確保など調達先の分散化を推進。２２年度補正予算では、対策費として約１千億円の計上を余儀なくされたが、「中国にレアアースの輸出制限を外交カードとして使わせないようにする必要がある」（経済産業省幹部）と強調する。

「世界の対中観、悪化させた」

　レアアースの中国依存度は急速に低下した。日本貿易振興機構（ジェトロ）によると、日本の輸入金額に占める中国のシェアは、２２年に８７・７％だったが、２４年には６０・４％まで減少。最大の輸出先だった日本の需要減で、中国は同年のレアアース輸出総額を前年比で６割以上減らした。
丸紅経済研究所の鈴木貴元シニアエコノミストは、「日本企業の中国への警戒を高めただけでなく、中国に対する世界の見方も変えてしまった」と話す。中国政府が不当にレアアースの輸出を規制しているとして、日本は米国、欧州連合（ＥＵ）とともに昨年３月に世界貿易機関（ＷＴＯ）に提訴。年内に判断が出る見通しだ。

　中国は今も資源を外交の道具としたことを認めていない。政府中枢部からレアアースの禁輸について、直接的な指示はあったのか。

　「船長への裁判権行使を早く阻止しないと、国務院（政府）は軍などの対日強硬派に主導権を奪われる。その前に対日圧力をかける経済的手段を探した結果、レアアース禁輸措置が浮上したのではないか」。元経産省の官僚で現代中国研究家の津上俊哉氏はこう分析する。

　しっぺ返しを食らった格好の中国について、みずほ総研アジア調査部の伊藤信悟・中国室長は「指導部は政治目的の達成のため、軽々に経済的な手段を利用することが割に合わないと知ったはずだ」と指摘する。
